Education for foreign nationals

The Moscow Technical University of Communications and Informatics (MTUCI) has been training international specialists since 1946.

Over the years, several thousand bachelor's, engineering, and master's degree holders have been trained, along with more than 350 candidates of technical and economic sciences, and several dozen doctors of science — from 112 countries around the world.

In accordance with international agreements of the Russian Federation and contracts with individuals and legal entities, MTUCI annually admits foreign citizens for study under the Additional Educational Program (Preparatory Department), as well as for bachelor's, master's, postgraduate (PhD), and internship programs. All educational programs for foreign citizens are conducted in Russian.

During their studies, students, postgraduates, and interns are actively involved in research and scientific work carried out by university departments and participate in the social, cultural, and sports life of the university.

Admission Procedure and Required Documents

List of Documents Required for Admission of Foreign Citizens to MTUCI

  • Identity document(s) confirming citizenship.
  • Educational documents required for admission to the corresponding level of higher education, specifying the qualification (degree), studied subjects, and obtained grades:
    • Bachelor’s and Specialist programs: Certificate of complete secondary education.
    • Master’s program: Bachelor’s or Specialist diploma
    • Postgraduate (PhD) program: Master’s or Specialist diploma.
  • Documents must be translated into Russian and certified at a Russian consulate abroad or by a notary in the Russian Federation
  • Educational documents obtained in a foreign country, if necessary, must be legalized at the Ministry of Foreign Affairs (in the country where the document was issued). In some cases, a certificate of recognition of foreign education, issued by the FGBNU "Glavexpertcenter" in Moscow, must be provided.
  • Visa (for visa-required countries) and migration card – the purpose of the visa and the purpose of stay in the migration card must be indicated as "study."
  • Medical certificate (form 086у) confirming the absence of medical contraindications for studying in the Russian Federation, with an indication of the health group. A certificate confirming the absence of HIV infection, syphilis, and tuberculosis.
  • 8 black-and-white matte photos (3x4 cm).

The university informs foreign applicants that mailing documents usually takes 7 to 14 days.

Preparatory Department

Training for foreign students at the Preparatory Department is conducted under direct contracts with students on a full tuition reimbursement basis, as well as funded by the federal budget according to the quota established by the Government of the Russian Federation for foreign citizens' education in Russia.

Application period for the Preparatory Department:

July 1, 2025 – September 1, 2025 (Program duration: 1 year)

Classes under additional educational programs for foreign students start on October 1 of the current year and continue until August 31 of the following year.

Tuition fee for the 2025/2026 academic year: 150,000 RUB for the entire course. ((+ будут добавлены 2 приказа в формате документов)

Processing time for invitations for citizens of visa-required countries: 25 to 30 business days from the date the university approves the document package.

Important Information:

Foreign students are responsible for:

  • Covering all travel expenses to the place of study by himself.
  • Purchasing a voluntary medical insurance policy valid in the Russian Federation at their own expense.
  • Arriving for studies at least 20 calendar days before their entry study visa expires.
  • Informing the Department for Foreign Students Affairs (indec@mtuci.ru) of their border crossing date (based on their flight ticket) and arrival date in Moscow at least 7 days before arrival.

The university does not provide accommodation or support for the stay of family members or other relatives of foreign students admitted to the program.

Information of Dormitories

Applicants for bachelor’s, master’s, and postgraduate programs have the opportunity to submit an application for dormitory accommodation consideration when applying. To do so, they must fill out an application at the Department for Foreign Students Affairs.

Students enrolled at MTUCI under the federal budget quota for foreign citizens, stateless persons, and compatriots living abroad are provided with dormitory accommodation under the same conditions as Russian citizens studying at MTUCI on a budgetary basis. Priority is given to students funded by the federal budget quota established by the Government of the Russian Federation.

Migration Registration

Medical Insurance

Federal Law No. 114-FZ of August 15, 1996, "On the Procedure for Leaving the Russian Federation and Entering the Russian Federation," requires every foreign citizen to obtain medical insurance for the entire duration of their stay in Russia. Failure to have a voluntary medical insurance policy may lead to administrative liability for violating the stay regime in the Russian Federation. The penalty for this violation is a fine ranging from 5,000 to 7,000 rubles, along with administrative expulsion from the Russian Federation or without it (Article 18.8 of the Code of Administrative Offenses of the Russian Federation).

There are two types of medical insurance systems: compulsory (ОМС) and voluntary (VMI). Under the ОМС policy, medical care is provided to all Russian citizens and certain categories of foreigners:

  1. Foreign citizens who have temporary residence permits (РВП) or permanent residence permits (ВНЖ);
  2. Foreign citizens who have received temporary asylum in the Russian Federation;
  3. Highly qualified specialists and their family members.

Foreign citizens who do not fall into the above categories receive medical care under a VMI policy.


The policy must meet the minimum requirements of the university, specifically:

  1. The total coverage amount of the VMI policy must be at least 500,000 rubles;
  2. The insurance program must include outpatient and polyclinic services, emergency medical assistance, and inpatient care (hospitalization);
  3. The insurance program must include services for repatriation to the country of citizenship.

What are the deadlines for migration registration upon the first entry of a foreign citizen into the Russian Federation?

All foreign citizens, in accordance with the current legislation of the Russian Federation, are required to register with migration authorities no later than 7 working days from the date of entry into the Russian Federation.

This period may be extended by agreements between countries. For example:

  • Citizens of Kazakhstan, Armenia, Kyrgyzstan must submit documents within 30 calendar days.
  • Citizens of Tajikistan and Uzbekistan must submit documents within 15 calendar days.
  • Citizens of Ukraine and Belarus must submit documents within 90 calendar days.

When and where should international students of MTUCI submit documents for registration?

International students must be registered at the place where they actually reside (the premises used for sleeping and resting).

To ensure timely document processing, the University recommends that all incoming international students planning to stay in University dormitories contact the Department for Work with International Students within 3 working days of their arrival.

For international students living independently (not in University dormitories), registration should be arranged by the property owner, who must contact the local Ministry of Internal Affairs (MIA) migration department (or the "My Documents" MFC - Multifunctional Center).

What are the requirements for the copies of documents provided to the University employee?

The copies of the documents provided must be clearly legible, with all marks being distinguishable, and the paper size must be A4. It is allowed to place multiple pages of a document on one side of the printout while maintaining readability. Double-sided printing is encouraged. The passport should be copied only with full spreads, without splitting the pages. Photographs of documents with noticeable distortions are not allowed.

What are the consequences of failing to submit documents for registration within the required deadlines?

If the deadline for submitting documents for registration is missed, the current legislation of the Russian Federation provides for administrative fines ranging from 5,000 rubles to 800,000 rubles, along with administrative deportation and a ban on entry into the Russian Federation for up to 5 years. In the case of late submission of documents for individuals residing in dormitories, the issue of eviction may be raised.

What happens with registration during trips within Russia?

When registering at a new place of stay (e.g., in a hotel), the existing migration registration in the dormitory may be automatically terminated. Therefore, upon returning to Moscow or arriving at the next place of stay, you must re-register. For this, you will need the tear-off notification slip from the previous place of stay (hotel or rented apartment), so be sure to take it with you from the previous location.

What happens with registration during trips abroad?

When traveling abroad, the existing migration registration becomes invalid once the departure mark is made at the border control. Therefore, after returning to Russia, you must re-register within 3 days from the moment you cross the border, even if the expiration date indicated on the old registration has not yet passed.

What to do upon entering Russia?

When crossing the border at the checkpoint, the foreign citizen (or stateless person) receives a new migration card, in which they must fill out the purpose of entry. For a student (undergraduate, graduate, postgraduate, trainee), the purpose of entry should be indicated as STUDY. The foreign citizen (or stateless person) confirms the correctness of the information in the migration card with their personal signature in the appropriate field. After crossing the border, they must contact the Department for International Students within three days from the date of entry into Russia.

You can obtain a sample of the receipt at the Department for International Students, or pay online with the help of the Department’s staff. It is important to pay the receipt correctly and enter the correct details, as it is submitted with the set of documents to the Ministry of Internal Affairs (MIA).

What happens to the visa during an academic leave?

Foreign students on academic leave retain their student status and have the right to extend their study visa for the duration of the academic leave.

All foreign citizens must have a voluntary medical insurance (VMI) policy that is valid from the day they cross the border until the end of their stay in Russia. If the VMI policy or an agreement with a medical organization for healthcare is not in place, an administrative protocol may be issued against the foreign citizen for violating the entry and stay rules in Russia.

What is fingerprint registration?

Fingerprint registration and photography are mandatory procedures for all foreign citizens planning to stay in Russia for more than 90 consecutive days. Before undergoing the procedure, the foreign citizen must undergo a medical examination at medical institutions from a list approved by the Government of Moscow.

During the procedure, fingerprints (of the palms) are taken, and a photograph is taken using special equipment. The procedure is done once, and after completion, the foreign citizen is issued a green card as proof of fingerprint registration. If there is a change in appearance or fingerprints, the procedure must be repeated. If the foreign citizen has already undergone fingerprint registration when applying for a residence permit or temporary residence permit, there is no need to repeat the procedure. The certificate of fingerprint registration can be obtained at the territorial department of the Ministry of Internal Affairs (MIA).

To restore the migration card, a statement must be written to the police, and the foreign citizen should contact the migration department of the Ministry of Internal Affairs (MIA) at their place of residence to obtain a duplicate of the migration card.

What should a foreign student do if their passport expires during their studies?

The student should renew or replace their passport in their country's embassy in advance. After receiving the new document, they must contact the Department for International Students within 3 days to update their personal records and register for migration accounting with the new identity document. They should provide a certificate from the embassy with the actual date of passport issuance and two notarized translations of the new passport.

For foreign students from visa-requiring countries, it is necessary to transfer the multiple-entry visa from the old passport to the new one.

The surname, first name and patronymic if you have (full name) of foreign citizens: according to the migration laws of the Russian Federation, the correct full name is the one specified in the visa or migration card of the foreign citizen (for visa-free countries). Changing the full name without crossing the border is not allowed.

What happens when a student is evicted from the dormitory?

After completing their studies, a foreign citizen must vacate the dormitory within 3 days (from the date specified in the expulsion order). Upon eviction from the dormitory, the University will notify the Ministry of Internal Affairs (MVD) about the departure from the place of stay to remove the individual from migration registration.

Can a foreign student stay in the dormitory while on academic leave?

No. After an academic leave is granted, an eviction order from the dormitory will be issued.

When is the stamp for the extension of temporary stay placed on the migration card?

In accordance with the current legislation of the Russian Federation , the mark for extending the temporary stay is placed on the migration card of a foreign citizen who has arrived in Russia for the purpose of studying and under a procedure that does not require a visa.

For foreign students living in the dormitory, the mark in the migration card is placed when the migration registration is extended. The application is submitted by the staff of the Department for Foreign Students to the migration departments of the Ministry of Internal Affairs.

Foreign students who do not live in the dormitory must contact the territorial migration departments of the Ministry of Internal Affairs at their place of registration to get the stamp for the extension of the stay on their migration card.

Can a foreign student work?

Foreign students are allowed to engage in employment during their free time from studies without a work permit in higher education institutions where they study. They can also work in other organizations during vacation periods. In this case, the employer must properly arrange the employment and submit a notification about the conclusion of an employment contract with the foreign student to the territorial Ministry of Internal Affairs.

A foreign citizen received a residence permit and submitted documents for registration, but the tear-off part of the new registration indicates their passport. Why is this?

According to the current legislation of the Russian Federation, the identity document of a foreign citizen is usually a passport or international passport. A residence permit is a document confirming the right to reside in the Russian Federation, and it is specified in the additional information in the part of the notification that remains with the Ministry of Internal Affairs (MIA/МВД). Although the tear-off part of the arrival notification (registration) does not contain information about the residence permit, the registration record in the MIA's information systems usually contains data about the presence of a residence permit for the foreign citizen.

You are required to obtain a student visa before arriving in Russia if you are not a citizen of Azerbaijan, South Ossetia, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Georgia, Tajikistan, Ukraine, Armenia, Uzbekistan, Russia, or a holder of a diplomatic visa.

Citizens of other countries must obtain a student visa before entering Russia.
